I Unfairly Jumped the Gun with the PRB

This is my formal and public apology for my public admonishment of the members of the CIA’s Publication Review Board (PRB). On twitter, In a very public way, I accused the PRB of intentionally refusing to publish information that would be humiliating and damaging to the CIA. I cannot make accusations about the CIA with any credibility if I am unwilling to hold myself to the same exacting standards. I stand corrected and wish to put this in the public record. I hope this will not diminish my readership nor my readerships confidence in the accuracy of the rest of the information contained on this blog. Thank you for your continued support.

What the CIA considers Unqualified with Required Edits by CIA Censors

The CIA decided I was unable to return to duty with or without accommodations. No other explanation was provided and I received no documentation from their Employee Appeals Panel who made the ultimate decision to uphold the Deputy Director of Security and Personnel Evaluation Board’s initial decision to revoke my security clearance and access approvals.

The government constantly bemoans the lack of qualified minority personnel to fill their core positions and uses this as an excuse for the lack of representation within the highest ranks of government by minority and women. My resume demonstrates I am not only qualified as a woman, minority, and person with a disability; I am simply qualified and arguable more qualified than most of my peers regardless of gender, race, or any other classification scheme used by the Government. I do not “play the race card (or for that matter gender/disability) ” but to steal a quote from Al Sharpton, “they set the deck.”

I am not sure what else I am supposed to do to “qualify” for a CIA position. Of course, I am ambitious and these qualities in a minority woman with a disability were considered delusional by the CIA’s psychiatric and security apparatus. Further, I had the audacity not to consent to “treatment” with antipsychotic medications, despite the fact that Dr. Gary L. Litovitz stated during our one and only session together that he had counseled CIA Chiefs of Station (COS) and Deputy Chiefs of Station (DCOS).
For those unfamiliar with CIA lingo, COS is the head of a CIA Station (overseas or domestic) and everything goes through this man or woman in his or her Area of Responsibility. This is a senior position and at the top of the food chain in the field. These are the men and women counseled by Dr. Litovitz. The CIA psychologist Dr. Sally Ann Urbanczyk informed me before my appointment (when I protested to her CIA’s requirement that I go to their doctors and not a psychiatrist of my choosing for reevaluation) with Dr. Litovitz in early December of 2009 that Dr. Litovitz had been working with the CIA for over 20 years.
Less than one month after meeting with Dr. Litovitz, I met with psychiatrist Dr. Mary Newman at CIA Headquarters. Dr. Newman gave me three options from the CIA’s Clinical Review Board:
1. Return to Dr. Litovitz
2. Medical Disability Retirement
3. Resign from the CIA
CIA Office of Medical Services (OMS) final report from me provides several reasons for me being found unfit for duty, including: my family’s psychiatric history, my refusal to take antipsychotic medications, and my “inappropriate behavior.” The report was signed by multiple OMS doctors and formed the basis of the Clinical Review Boards judgment that I was unfit for duty.
Post Script: The doctors in this post are referred to by the last initials of their last names because their identities are state secrets.

These FOIA requests do not require a lot of explanation, they are what they are…they are not in chronological order.

This is not a complete list of the requests and/or responses to my requests, I will post additional links as I come across them.
**According to former CIA Chief Polygrapher (I have no respect for polygraph “science but I will quote the author anyways. The Polygraph is the biggest racket ever pulled on the U.S. Government) on page 54 of his book entitled, “Gatekeeper Memoirs of a CIA Polygraph Examiner” the Office of Security’s (OS) Special Activities Division (now SAS) was referred to as OS’s Green Berets.” The excerpt continues, “SAD had to bail Agency people out of jail when they got go into trouble. SAD people also conducted many of the more sensitive investigations of Agency people.” I will expound on SAS and the “sensitive” investigations it apparently conducted of me during my termination from the Agency in a later posting. Similar to the National Clandestine Service the SAS employs Case Officers (C/O) and I was handled officially by one of their C/O’s throughout my termination process. I do not know whether SAS’s C/Os receive the same training or if they train side by side with their NCS colleagues. I found their trade-craft skills to be mediocre at best and knowledge of technological advances since the mid to late 90s non-existent.

How to Get Information From The CIA

I have filed numerous Freedom of Information (FOIA) Requests with the CIA to obtain information regarding their Agency Regulations (AR), especially those ARs applicable to my specific situation. I have also filed FOIA requests regarding specific documents directly related to my case as well as Privacy Act Requests for all CIA files indexed to my name.

Do not expect a timely response to your inquires to the FOIA/Privacy Act Offices. The bureaucracy moves at its own pace=SLOW! There is no sense of urgency among Government Bureaucrats and the CIA’s Bureaucrats are among the worst I have ever had the pleasure of interacting with. Yes, the CIA says it is an elite organization and given their layers of bureaucracy, I suppose it is elite in its own unique way.
Try not to anger the bureaucrats, if you do, they will not respond and CIA bureaucrats are not, I repeat they are NOT governed by U.S. law. The FOIA may require they respond in a certain amount of time but they will not. Yes, this process will try your patience and require an inhuman amount of persistence and follow through but in the end, you will at least know you tried and gave a lazy bureaucrat a little more to do on any given day. That, in and of itself, will leave you with a sense of satisfaction. In your own way, you have made the bureaucrats work a little harder for their outsized paychecks, even if all they do is shuffle and file your paperwork and ignore you. We are the taxpayers and they do work for us after all.
